FORT ROMIE, Monterey County — October 30, 2026. Monterey County’s draft five-year capital improvement program assigns $9.201 million to a future rehabilitation of Fort Romie Road between Foothill Road and Arroyo Seco Road, near Soledad. The proposal, identified as PW 2024-16, is included in the county’s draft fiscal 2026–27 through 2030–31 capital plan.

The source labels the project phase “Not Started” and says engineering and design were expected to begin in fiscal 2028–29. That means the $9.201 million estimate is not an announcement of road construction in October 2026. A draft spending plan is also different from a final construction contract or evidence that all needed funds have been appropriated.

What stretch of road would be affected?

The county’s project description follows Fort Romie Road from Foothill Road to Arroyo Seco Road. Public Works says the intent is to extend pavement life and support travel by residents, agricultural businesses, workers and visitors in the Soledad area.

The proposed work involves roadway pavement rehabilitation through recycling or reconstruction of the existing road surface and/or hot-mix asphalt. These are possible treatment methods; the draft does not provide a final lane-by-lane closure schedule or completed engineering design for the project.

How is the $9.201 million estimated?

The draft lists approximately $800,000 for design and environmental work, $800,000 for construction management, and $7.601 million for construction, adding up to $9.201 million. The potential funding sources are split equally between California’s SB 1 transportation revenues and Monterey County’s Measure X, at $4.6005 million each in the document.

These are budget-planning numbers in a draft. They should not be reported as confirmed payments to a contractor or a fixed final construction bid. Actual appropriations and timing can change as the county updates its capital improvement program.

Why plan repairs so far ahead?

Road rehabilitation must be designed, costed and scheduled with other transportation projects competing for limited resources. Monterey County says the work would extend the useful life of the pavement, while future routine maintenance would still be needed as the rebuilt road ages. The capital document describes an anticipated pavement useful life of roughly 20 years, an engineering assumption rather than a promise that no potholes will appear during that period.

The project is listed as categorically exempt under the California Environmental Quality Act for rehabilitation of an existing public roadway. That planning statement does not determine the final construction method or address every later permit or safety requirement.

What Fort Romie residents should verify next

Residents and road users can ask Monterey County Public Works whether the final 2026–31 CIP retained the proposed amount, what fiscal year is currently expected for engineering, whether design surveys have begun, and how access to local properties and agricultural sites would be maintained during eventual work.

The project file lists a Public Works contact, J. Pascua, (831) 755-8963, in the draft capital plan. The county’s general Public Works contact is available through its official department page.

Motorists should check Monterey County traffic advisories before travel. A capital-project listing cannot indicate whether flaggers or active crews are on the road today.
